Getting a Handle on Affordable Housing – Download
Yankee Institute’s latest policy paper — “Getting a Handle on Affordable Housing” — discusses how the state law known as “8-30g” is failing our residents, including those who need housing the most.
For the past 30 years, municipalities and developers across Connecticut have had to grapple with the implementation of this state statute that mandates that 10% of all the housing in every town must be “affordable.”
But under the law, “affordable” housing doesn’t measure housing that’s actually attainable for people of modest means. 8-30g only counts the amount of housing that receives a state or federal government subsidy. This study lays out a series of effective, sensible recommendations that lawmakers can implement to reduce housing costs for our most vulnerable residents without bringing the heavy, intrusive hand of state government into every town in Connecticut.

Mr. Pickering is the Executive Director of the Western Connecticut Council of Government’s (WestCOG) which represents the region to partners, including state and federal agencies. His work has been recognized with CCAPA’s Innovative Plan of the Year in 2013, and NADO’s Innovation Award in 2014, and CACT’s Friend of Public Transportation in 2019. Francis holds an M.A. in Environmental Management from the Free University of Berlin (Germany) in addition to a B.A. from Princeton University and an M.A. in Geography from the University of Connecticut.
